Can my mom who is a Philippine citizen received the social security benefits of my deceased dad?

My mom asked the US embassy of the Philippines if she could received a pension, they answered that she should be present in the US to receive that benefit. My brother and mother receive social security benefits. I live with my mother and brother in the same house, my bf also lives with us. He is unable to work at this time and is wanting to get on social security. I am curious if with my mother and brother on SS, can he apply for it or will it cause my mothers/brothers check to be reduced? We don’t want to negatively influence their checks but he needs to be on social security.

I have been on Social Security for many years and have on occasion received certification letters in the mail. I am now being sent the same paperwork, should there be concern for this? I am afraid of losing my benefits as my husband is currently unemployed and we are barely making it on my small disability benefits. Thanks for your help.
