No. Social Security and immigration are two totally different programs. There are many non-citizens who for one reason or another acquired a social security number at one time.

No it might questionable how he got SS# since he is not even a citizen of this country

First of all,I would make sure it is a legal SS#. Doesn’t make any sense that his brother used him as a deduction on his taxes if he was in another country. Something doesn’t smell right with this one.
But if the number is legit,it wouldn’t help in any way to speed up the application.
